The ISI is a military organization. At best, it should report to the Chairman of the Joint Chiefs' office or the Defense Ministry. The Home Ministry has it's own intelligence agency, the IB. What I'd really like to see is, for starters, the department/wing of the ISI that carries out operations within Pakistan--what is it called? the "Political Department"?--shut down.
